BC to Host Public Hearing on Latest Natural Gas Development Resolution

Resolution will declare County “Lead Agency” in SEQRA process for future gas lease deal

 
(Binghamton, NY) Broome County Executive Barbara J. Fiala’s administration will hold a public hearing Thursday, October 14th at the Broome County Forum. This time the hearing will take statements on a natural gas related resolution working its way through the Broome County Legislature. 
 
The resolution names Broome County as lead agency in a SEQRA (State Environmental Quality Review Act) review process that is required if Broome County enters into a natural gas lease. It does not necessarily refer to the lease proposal that is before us currently, just any future lease. This SEQRA review is of the leasing itself, not the actual drilling. The SEQRA process for drilling, including hydraulic fracturing, is handled by the NYS DEC.  The SGEIS is part of that process.

BROOME COUNTY LEGISLATURE AS THE LEAD AGENCY
WITH RESPECT TO THE ENVIRONMENTAL REVIEW OF A
GENERIC LEASE OF OIL AND NATURAL GAS MINERAL RIGHTS ON
COUNTY OWNED PROPERTY
