Programs

FUNDING
The Youth Bureau administers NYS Office of Children and Family Services (OCFS) funding through a Request For Proposal process in the following categories:

  •  YDDP                                                                                                                                 (Youth Development/Delinquency Prevention)
    Programs are operated by community based organizations or local municipalities who provide youth recreation, youth service, and delinquency prevention programs. Funding is available at a 50% reimbursable rate. Agency or municipality must supply the match.
  • SDPP
    (Special Delinquency Prevention Program)
    Programs are operated by community based organizations who provide delinquency prevention and specialized programs for targeted youth populations. Funding is available at 100% reimbursable rate.
  • RHYA
    (Runaway & Homeless Youth Act)
    Programs are operated by NYS OCFS Certified community based organizations who provide either short or long-term shelter and services to runaway and homeless youth. Funding for Part I, short-term, crisis programs and Part II, long-term, transitional programs is available at a 60% reimbursable rate. Agency must provide the 40% match. (For Part I programs 20% must include county tax dollars.)

 The process for seeking funds includes the following:

  • Respond to a Request for Proposal (RFP), issued by the Youth Bureau. This is an open and competitive process.
  • Develop and submit an outcome-based grant proposal to provide services, supports and opportunities, free of charge, to children and youth 0-21.
  • Address the needs of Broome County's youth as identified in the Child and Family Services Plan.

*All applications for funding must be approved by the Youth Bureau Advisory Board, BC Legislature, and the NYS Office of Children and Family Services.

All programs operate annually on a January through December calendar.
