Paving Smith Hill Road Cold In-Place Recycling

(BINGHAMTON, NY) Weather permitting, beginning Thursday, June 11th, the Broome County Highway Department will carry out Cold In-Place Recycling paving on Smith Hill Road in the Town of Dickinson.  The repaving will start at the intersection of Front Street and end at the intersection of Glenwood Road.  Construction will continue for approximately three business days and is estimated to be completed on Tuesday, June 16th. Traffic is to be advised and should be encouraged to use alternate routes to avoid delays.

 
“Cold In-Place Recycling allows us to reuse milling from the road that we are rehabilitating,” said Michael Restino, Broome County Director of Highways.
 
Cold In-Place Recycling (CIPR) is method of pavement rehabilitation that consists of milling the existing asphalt concrete pavement to a depth between 2 to 4 inches then mixing the milled material with a recycling agent and other additives, then compacting the mixture and overlaying the recycled surface with a new layer of hot asphalt.
