Tropical Storm Irene Update – Broome County

(Binghamton, NY)  All river points have crested and are receding.   There were approximately 12-15 homes affected in the Town of Conklin due to a crest higher than originally forecast there due to a band of heavy rain that was stationary over Great Bend, PA and the southern part of the Town of Conklin.

Although the Broome County Office of Emergency Services closed Sunday evening, the county Emergency Services staff continues to work on collecting damage assessment information from local governments and informing county and state officials.

Approximately 5,700 customers remain without power in Broome County, mostly in the towns of Windsor, Sanford, and Colesville, according to NYSEG.  Broome County Emergency Management has been in communications with NYSEG including a conference call this morning in which County Executive Brennan participated.  “The biggest concern right now for Broome County is people living without electricity and getting that service restored and NYSEG is working to do so safely.  There are many communities to the east and north east of here that are experiencing a very difficult situation,” said Brennan.  NYSEG has released a list of dry ice distribution centers http://www.nyseg.com/Outages/dryice.html.  According to NYSEG, dry ice is being transported by truck from out of state to Rochester where it is cut up for distribution to affected areas.  The dry ice is scheduled to be available at the Windsor fire station and Deposit fire station at 6:00 P.M., according to NYSEG’s web site.

Broome County mutual aid summary:

Broome County deployed two swift water rescue teams to Delaware County (Johnson City Fire Dept and Kirkwood Fire Dept).  They left the county at 10:00 AM Sunday August 28th and returned at 7:00 AM today.

Broome County also established a staging area for the statewide fire mobilization of swift water rescue assets from other parts of the state, and established a American Red Cross facilitated shelter at the BCC Ice Center to house those rescue crews overnight Sunday.

Broome also deployed five Storm Emergency Fire Units (SEFU) from five Broome County Fire Departments (Endwell, Union Center, Town of Binghamton, West Colesville, West Corners,) with 15 personnel mutual aid to Delaware County to assist with dewatering and other details as assigned.

Broome also deployed two Emergency Management Staff to Delaware County Emergency Operations Center to assist in EOC operations (Emergency Services Director Brett Chellis and Deputy Fire Coordinator Thomas Vroman) and to allow Delaware County Emergency Management personnel to rest.

County Executive Brennan said, “We received a lot of assistance of this type during the June 2006 flood and the Civic Association shooting incident.  When other counties have a crisis and we can send assistance, I am happy to do it.  We had water rescue crews from points west staged here yesterday but didn’t have to use them.  We knew things would be worse east of here but still thought things could be bad here.  So, we had a sufficient number of teams ready in the County when we made the decision to send the two out of county.  Plus we also had the others on the way to supplement ours if it became necessary.”
