Sewage Installer Registration
Policy:
All sewage systems installed in Broome County shall be installed by a professional installer duly registered and listed with the Broome County Health Department. The exception shall be the system installed by the homeowner at the owner's residence. All such installers shall henceforth be registered and kept in good standing in conformance with the following criteria. Failure to register subjects the sewage system installer to penalties set forth in Section 1.15 of the Broome County Sanitary Code. Any installer who wishes to construct systems in Broome County must be duly registered according to the following criteria. An installer is defined as the owner of the company or other person responsible for all the sewage system installation and repair work of the company. The installer as defined above must utilize the online training course, however, other staff may attend but must register separately. A single registration certificate will be issued in the name of the installer for that particular company.
Criteria for Registration:
- No outstanding judgements or Commissioner's orders for illegally installed systems. Illegally installed systems include, but are not limited to, replacement or modifications to any portion of the system downstream of the septic tank outlet.
- Installer shall have completed the online training course and completed the quiz.
- Installer shall complete the required registration form.
- Installer shall not install systems without or in variance of the Broome County Health Department specifications or approved engineering plans. Failure to comply subjects installer to suspension and/or revocation of the registration certificate and the penalties set forth in Section 1.15 of the Broome County Sanitary Code.
- Installer shall exercise sufficient workmanship so as to avoid unnecessary re-inspections. Inspections deemed unnecessary by the Broome County Health Department shall be kept on file. When three such inspections are accumulated within a calendar year, the installer must repeat the online training course. Failure to repeat the training course within 30 days subjects the installer to suspension and/or revocation of the registration certificate and the penalties set forth in Section 1.15 of the Broome County Sanitary Code.
- Installer shall notify the Broome County Health Department of any change of address and/or telephone number.

Read through and learn the information on the following slides. When you have completed this training, you will be required to answer questions related to the training and provide personal information. Upon successful completion of the course, you will be provided with a certificate by mail from this office.
