The Legislature's Regular Sessions will be held in the Legislative Chambers, 6th Floor, Edwin L. Crawford County Office Building, Government Plaza, Binghamton, New York at 5:00 p.m.

Standing Committee Meetings
Committee meetings are usually held during the week preceding the Regular Legislative Sessions (February committee meetings will be two weeks preceding) at the days and times listed below and in the various Legislative Conference Rooms adjoining the Legislative Chambers.

Other meetings of the full Legislature, of the Standing, or of such Ad Hoc Committees that may be designated shall be scheduled at the convenience of the Chair or its members.
Most of our meetings are open, including committee meetings and Legislative sessions.
The County Legislature operates under a strong committee system. If a person would like to address the Legislators, we suggest that person attend the committee meeting where the topic is being discussed or which has jurisdiction over the area in question. At the committee meeting, that person need only ask the Chair for permission to address the committee on a particular topic. Permission should be and usually is granted. Committee agendas will direct you to the correct committee and meeting time. Agendas are located on Legislature webpage under the Legislative Business section.
While there is no slot on the agenda of the regular legislative sessions for the public to speak, there has been a change in the Rules of Order to enable people who have appeared before any special or standing committee and have requested privileges of the floor to be granted that privilege by the chair upon recommendation by a majority vote of the members of the committee before which said person testified. Previously, a person could only address the entire Legislature if they were sponsored by a Legislator and a majority of the full Legislature voted to allow that person to speak.
If a public official, such as a Mayor or Town Supervisor, wishes to address the Legislature, they should contact the Chair prior to the beginning of the session. The Chair of the Legislature need only recognize and grant privilege of the floor to that public official for them to address the Legislature.
