County Legislature Session Summary for August 2010
The Broome County Legislature held a Regular Session on Thursday, August 19, 2010 to consider four proposed local laws, two consolidation studies and the sale of multiple properties among numerous other items.
Local laws establishing a partial property tax exemption for Cold War veterans on county levied taxes, authorizing a retirement incentive for certain county employees and reorganizing two county departments into the Office of Management and Budget were adopted. A local law establishing terms limits for legislators was deferred to a later date.
Two resolutions authorizing the sale of foreclosed property at auction as well as to the former owners of the properties were adopted this month after being held-over in July. At a public auction held on July 17th, over 100 parcels were bid on for a total of just under $1.3M.
Agreements were approved that will fund two separate consolidation studies including $50,000 for the Police Consolidation Feasibility Study and Implementation Plan and $36,900 for a Countywide Code Enforcement Feasibility Study.
A resolution accepting a proposal to sell multiple properties on Hawley Street in the City of Binghamton to Hawley Street Associates, LLC for $400,000 was adopted. Under the proposal, the County would receive $400,000 in exchange for six county-owned parcels which are currently being used as a temporary bus terminal for BC Transit. The County would be responsible for demolition and environmental testing of the parcels before the deal could be closed on at an estimated cost to the county of $200,000. Hawley Street Associates, LLC submitted a plan to develop a 15,000 square foot office building that would potentially house the Greater Binghamton Chamber of Commerce and the Broome County Industrial Development Agency. The proposal has several criteria that must be met before it can be executed including Hawley Street Associates obtaining the necessary financing and permits for the project as well as securing leases with the two proposed tenants and receiving environmental testing report that indicate no contamination on any of the parcels.
