County Legislature Session Summary for July 2010
The Broome County Legislature held a Regular Session on Thursday, July 22, 2010 to consider resolutions approving the BCC budget, the sale of county-owned real-property, three labor agreements and school tax collection for two school districts among numerous other items.
The 2010-2011 Broome Community College budget was adopted which sets the county’s contribution at just under $6.8M not including County funding of capital improvement projects. The amount approved is the same as the College requested and the County Executive recommended.
Two resolutions authorizing the sale of foreclosed property at auction as well as to the former owners of the properties were held-over under the rules by Mario Nirchi. At a public auction held on July 17th, over 100 parcels were bid on for a total of just under $1.3M. Numerous parcels were also considered for sell-back to their previous owners based on hardships scenarios presented to the Real Property Office but will be delayed because of the hold-over.
Three labor agreements were approved for the Amalgamated Transit Union (ATU), the Broome County Administrative and Professional Association (BAPA) and the Civil Service Employees Association (CSEA). While the terms of each contract vary, each union agreed to increase the employee share of the health insurance contribution throughout the term of the contract and to receiving 1% pay increases for 2010 (CSEA’s contract is 1% or $400, whichever is greater) and 2% in 2011 among many other terms.
Broome County will now collect school taxes for Susquehanna Valley and Sunrise Terrace School Districts under agreements approved by the legislature.
After a public hearing on a proposed lease agreement with Inflection Energy for oil and natural gas rights on county property was held, County Executive Barbara Fiala withdrew the associated resolutions and no action was taken by the legislature on this issue.
A local law establishing a Cold War Veteran partial property tax exemption and a local law establishing a referendum to impose term limits for legislators were considered by the County Administration committee but did not receive sufficient votes to be considered by the full legislature. The two local laws may be brought to the full legislature by their respective sponsors for the August session.
