Finance Committee finalizes 2011 Budget Report

(Binghamton, NY). After two weeks of review, the finance committee of the Broome County Legislature held its 2011 budget report meeting where members recommended multiple amendments to County Executive Barbara Fiala’s 2011 recommended budget. The recommendation in the report resulted in an overall spending reduction of over $48,000 and restoration of key services. 
Highlights of the report include:
 
· Elimination of a Deputy County Clerk and restoration of DMV service to Whitney Point
· Funding a position in the District Attorney’s Office through additional state aid
· Restoring operation at the Finch Hollow Nature Center
· Partially restoring funding to Cornell Cooperative Extension, the Discovery Center and ACCORD
· Funding a position in the Public Defenders office to reduce costs associated with mandated indigent defense fees
· Increasing savings as a result of leaving positions unfilled during 2011
· Partially restoring county aid to local libraries
 
“The finance committee was able to reduce spending while still restoring some of the service cuts that the public was extremely uncomfortable with,” said Mark Whalen, chair of the finance committee. We were able to reduce some of the top-heavy bureaucracy in the County and support the services that really make a difference in people’s lives.”
 
“The types of cuts we made tonight are the kind that my constituents want to see, said Gene LaBare of the 15th District and Democratic Majority Leader. We eliminated some administrators and kept some workers. These recommendations will make our operations more efficient and benefit all of our constituents.”
 
The finance committee’s report will be presented to the full Legislature at a special session on Monday, November 8th. After the full Legislature submits its report to the County Executive, she can then either accept or veto each separate amendment.  If the Executive chooses to veto any of the legislative amendments, the Legislature must then meet to discuss an override of those vetoes.  All budget documents are available on the County Legislature’s website under the Budget Documents tab.
