Public Works and Transportation Committee Chairman Matt Pasquale Proposes Reforms to County Take-Home Car Policies

Following the disclosure earlier this year about the scope of the take-home car situation, County Legislature Public Works and Transportation Committee Chairman Matt Pasquale today proposed several recommended reforms for opening up the process to oversight.

 
"For way too long, top County Officials such as the County Executive have had the ability to assign and unassign vehicles to their appointees with virtually no oversight or disclosure to the public.  This led to a bloated mess of 45 County employees having take-home cars, some of whom apparently had very little justification to have a take-home car.  Especially given the tight financial situation Broome County is in, this needs to stop."
 
Recommended reforms, which were distributed to Public Works and Transportation Committee members for discussion at the July 11 Committee meeting, include:
  • Requiring the County Fleet Manager to keep and distribute a list of those employees assigned take-home vehicles twice annually to the Legislature.
  • Require all take-home vehicles to be marked "Broome County -- Official Business Only", unless there is a specific duty-related justification not to mark a vehicle.
  • Require individual employee job descriptions to be reviewed and modified to determine if an employee's duties necessitate they have a take-home car.
  • Require all employees with take-home cars to keep a log book of travel outside of normal business hours and submit those logs to the County Fleet Manager and the Legislature twice annually.
  • Request that the County administration look into the installation of GPS monitoring for all take-home vehicles.
The Public Works and Transportation Committee will discuss the proposal at it's regular meeting on July 11.  Input from all Committee members and the entire Legislature will be taken into consideration when finalizing a resolution for consideration by the entire Legislature.
