Stephen Herz (D) represents the ninth legislative district, which is comprised of most of the Towns of Windsor, Colesville, and Sanford. Measured in square miles, the ninth district is the largest of all Broome Legislative Districts.

Steve serves as chair of the Rural Development/Transportation Committee, and also serves as a member of the Economic Development and Finance Committees. In addition, he has been appointed to serve on The Broome County Industrial Development Board of Directors.

Steve and his wife have operated Hartland Morgans, a registered Morgan Horse breeding business on the family farm since 1972. Morgans born on the farm there in Windsor have been sold across the United States and been exported to Canada, Great Britain, and the Netherlands. Steve’s favorite years on the farm were those during which their two children were of an age to be actively involved with raising and exhibiting Hartland stock. His daughter, Courtney, is a practicing attorney in NH, and his son, Gregory, is a law enforcement officer in Cortland County. Steve taught Technology Education in the Windsor district from 1969 until his retirement in 2002. He still owns and operates Hartland Feeds, a specialty horse feed supply firm that he formed in 1975.

Prior to his election to the legislature, Steve was active for many years in leadership positions in his community. Steve served several terms as President of The New York Morgan Horse Society and following that tenure, Steve became involved with the local Broome County Cornell University Cooperative Extension, serving on the Board for many years and as President of the Board of Directors for 3 years. Steve has also served as a member of the Board of Directors of both the Broome County Soil and Water Conservation District and the Broome County Farm Bureau.
