Joseph A. Merrill was appointed to the legislature in April of 2010 to fill the vacant seat of Tim Cleary.  He represents Broome County's 2nd District which incudes the City of Binghamton's First Ward and part of the West Side.

Joe started his service to his country at the age of 17 when, just after graduating high school, he enlisted in the Army for three years and served as a paratrooper in the 82^nd Airborne. Joe returned to the Binghamton area and attended Broome Community College for two years.  He continued his education and went on to graduate from George Washington University in Washington D.C. with an American Studies degree in 2002. Upon receiving his degree and completing the historic and rigorous Georgetown University ROTC program, Joe was commissioned as an Infantry officer in the New York Army National Guard.

A year after receiving his commission in 2004, Joe was called on by the New York Army National Guard's 27^th Brigade to serve as a Platoon Leader for a 40-man Infantry Platoon destined for Iraq. His missions in Iraq were focused on combat operations and he earned a Combat Infantryman's Badge and Bronze Star, and was recommended for a second Bronze Star for his actions while deployed in support of Operation Iraqi Freedom.

Joe was appointed as Deputy City Clerk in February 2007.   Joe was promoted to City Clerk in 2008. In January 2008, he returned to combat as a Company Commander of a 90-man Infantry Company in Afghanistan.  Joe received two more Bronze Stars for valor for this tour.

Joe resides in the First Ward of the City at 73 Prospect Street with his fiancé Katie and dog Jake.
