Joseph S. Sanfilippo (D) was elected to his first term on the County Legislature in November, 2004. His legislative district is primarily comprised of the City of Binghamton's West Side and the northwestern section of the First Ward.

Legislator Sanfilippo served as the fourth district City Councilman from 1998 to 2004. Joe's achievements include his work to preserve family neighborhoods through enforceable zoning laws. His proposed legislation laid the groundwork for safe rental properties through registration and periodic inspections.

Joe is a former Broome County Commissioner of Social Services. He served in that position from 1977 to 1991 and was responsible for implementing a number of enhanced services and cost containment programs, such as Medicaid MAX, the Front End Detection System (FEDS), and assisted in creating the Community Alternative Systems Agency (CASA).

Joe's current legislative priorities include a desire to generate additional cost-effective methods for conducting county business and delivering services. He is a strong advocate of consolidation, economic development initiatives, and public health improvements.

Joe's legislative duties cover a wide area of county services, including the departments of Health and Mental Health, Willow Point Nursing Home, Community Alternative Systems Agency (CASA), Social Services Department, Family Violence Prevention, Office for the Aging, Youth Bureau, Veterans Services, and Personnel Department.

His record of leadership and community involvement includes currently serving on the New York State Maternal and Child Health Block Grant Advisory Council. He has also served on the boards of Catholic Charities, the Family and Children's Society, United Way of Broome County, and Red Cross. Joe has been recognized for his dedicated service by receiving the 2004 Ester W. Couper Memorial Award from the Family and Children's Society, and he was named the 1999 Social Worker of the Year, Southern Tier.

He holds a Bachelor of Arts degree in Psychology from Assumption University in Ontario, Canada and a Masters Degree in Social Work from the University of Buffalo.

Joe and his wife, Sally, reside at 44 Crestmont Road in the City of Binghamton. They are the parents of two adult daughters, Lisa and Michelle.
