BINGHAMTON, NY - CIO Kim McKinney was named New York State Public Sector CIO of the Year this week at the annual GTC East conference in Albany. Over the past 12 years, McKinney has taken county technology from a mainframe, green-screen environment to a complex, stable, fast and reliable networked environment with her staff providing support to over 100 applications that allows the county to better serve the constituents of Broome County.
