Broome, Tioga Counties Name Regional Workforce Executive
BINGHAMTON AND OWEGO, N.Y. - Recognizing the importance of workforce development to the future of the region, Broome and Tioga Counties are setting a new statewide standard by establishing a joint position for workforce development.
This morning, Broome County Executive Jeffrey P. Kraham and Tioga County Legislative Chairman Peter L. Ward named Patrick J. Doyle Executive Director of the Broome-Tioga Workforce Development Board, a new partnership between Broome and Tioga counties. The Board is charged with developing programs to improve the quality of the region's workforce, increase career opportunities for individuals, and enhance the productivity of local businesses.
In his new position, Mr. Doyle will become the point person for Board activities. He will help the Board identify the needs of local employers, develop a marketing program to communicate the Board's activities to job seekers and the public, and work with the Board to evaluate the effectiveness of local initiatives.
"Right now we have more good jobs available in Tioga and Broome counties than we have people to fill them," said Mr. Kraham. "Patrick's experience in the public and private sectors will be a great asset in our efforts to aggressively attract people back to the Southern Tier and better coordinate economic development initiatives across the region."
Mr. Ward, Chairman of the Tioga County Legislature said, "The increasingly competitive global economy requires us to work together to better promote the high quality of life we have in this region. This is an important step in that process."
The Broome-Tioga Workforce Development Board is comprised of representatives from education, business and nonprofit organizations in Tioga and Broome counties.
Senator Thomas W. Libous said, "The creation of the Broome-Tioga Workforce Development Board is a historic move that will improve the quality of our region's workforce and give more opportunities for employment right here in our community. I commend County Executive Kraham and Chairman Ward for their foresight and cooperation in recognizing that taking a regional approach is the best way to make our area competitive in the national job market."
"Our office, which covers a nine county region, including Broome and Tioga counties, looks forward to working with Patrick in this exciting initiative," said Robert J. Moppert, Regional Director, Empire State Development. Our office has worked with Mr. Doyle in the past and we know that under his leadership, this bi-county endeavor will be successful.
The position was created as part of Mr. Kraham's 2001 budget proposal approved recently by the Broome County Legislature. The Tioga County Legislature has included $10,000 in its 2001 budget request to support this initiative. The Tioga County budget is likely to be approved on December 6th.
Mr. Kraham is also appointing Mr. Doyle as Deputy Director of Workforce and Economic Development for Broome County where he will work with county departments, municipalities, and local industry to better facilitate the retention and expansion of area businesses.
Mr. Doyle, a graduate of the Maxwell School of Citizenship and Public Affairs at Syracuse University and Colgate University, has most recently directed public affairs and media relations for Broome County. Previously he served for five years as Assistant Director of Career Services at Colgate University.
Mr. Doyle assumes the position effective January 1, 2001.
