Deputy Director of the Office of Management & Budget – Accounting


The County of Broome is currently seeking to fill the position of Deputy Director of the Office of Management & Budget (OMB)– Accounting.  The County of Broome, a municipality with just under 200,000 residents, is located in the south central portion of Upstate New York.  The Deputy oversees the day-to-day operations of the OMB office, including staff management, an array of financial transactions and long-term financial management and reporting.  Key functions include:


  • Oversight of the preparation and filing of the County’s Comprehensive Annual Financial Report (CAFR) and State Annual Update Document (AUD) report
  • Oversight of required annual audits, including coordination of work with retained audit personnel
  • Managing the preparation and maintenance of financial records including general ledger and journal entries
  • Oversight of cash management for the County which includes nearly twenty distinct funds
  • Oversight and assistance of payroll for over 2,000 employees
  • Implementation of GASB and State standards relevant to county government
  • Accounting and control of the County’s capital accounts (approx. 130) and fixed asset system
  • Oversight of the County’s Peoplesoft financial system including development, implementation, and maintenance with the assistance from the IT department
  • Management and training of eleven staff with three being direct reports
  • Frequent interaction with management and staff of other County departments, elected and appointed officials, and other governmental agencies


The successful candidate must possess a Bachelor’s degree in accounting and four years experience in auditing or accounting.  The position offers a starting salary of $72,520 and includes a full benefit program.
